The guidance document applies to steam boilers, including boilers-boilers, economizers, water and steam boilers with a working pressure up to 4.0 MPa inclusive and a working environment temperature up to 450 ° С and establishes the basic requirements for the organization and rules of technical diagnostics, its frequency, zones, methods and volumes, norms and criteria for assessing the quality of the main elements of the boilers within and after the assigned service life, as well as after the accident. The provisions of this sectoral regulatory document are subject to mandatory application at the enterprises of the electric power industry and can be used by enterprises and associations of enterprises located on the territory of the Russian Federation whose composition (structure), regardless of ownership and subordination, includes thermal power plants and boilers.
Руководящий документ распространяется на паровые котлы, в том числе котлы-бойлеры, экономайзеры, водогрейные и пароводогрейные котлы с рабочим давлением до 4,0 МПа включительно и температурой рабочей среды до 450 °С и устанавливает основные требования к организации и правилам проведения технического диагностирования, его периодичность, зоны, методы и объемы, нормы и критерии оценки качества основных элементов котлов в пределах и по истечении назначенного срока службы, а также после аварии. Положения настоящего отраслевого нормативного документа подлежат обязательному применению на предприятиях отрасли «Электроэнергетика» и могут быть использованы расположенными на территории Российской Федерации предприятиями и объединениями предприятий, в составе (структуре) которых независимо от форм собственности и подчинения находятся тепловые электростанции и котельные.
