Инструкция устанавливает порядок: регистрации заявления и учета документов, представленных для получения лицензии; проведения предварительной проверки документов, представленных для получения лицензии; оформления решения о принятии документов, представленных для получения лицензии, к рассмотрению или об отказе в рассмотрении документов по результатам предварительной проверки; рассмотрения документов, представленных для получения лицензии, включая комплект документов, обосновывающих обеспечение ядерной и радиационной безопасности ядерной установки, радиационного источника, пункта хранения и/или заявленной деятельности; принятия решения о выдаче лицензии или об отказе в выдаче лицензии; оформления и выдачи лицензии; внесения изменений в условия действия лицензии.
