The scope of the document is the automation and telemechanization systems of the objects of the pipeline transport of petroleum products: pumping stations, tanker loading stations and the linear part of the main oil product pipelines. The organization standard defines the requirements for automation and telemechanization of oil product pipelines. The standard does not apply to tank farms, the design of which should be carried out taking into account the norms of technological design of oil and petroleum products warehouses, as well as the metering stations of petroleum products, the design of which should be carried out in accordance with the norms of the design of metering stations. The document applies to all departmental organizations and enterprises of OAO AK Transnefteprodukt, as well as contracting organizations, regardless of ownership and departmental affiliation, involved in the development of automation tools, teleautomation, automated systems and data transmission tools, design of new, reconstruction and technical re-equipment of existing facilities of the pipeline system for the transport of petroleum products. The document covers the main oil product pipelines of JSC AK Transnefteprodukt, located both on the territory of the Russian Federation and on the main oil product pipelines of JSC AK Transnefteprodukt, located on the territory of other states, to the extent that they do not contradict the legislation of the respective countries. in accordance with the requirements of the manufacturer of the equipment, specific technological scheme of the object in accordance with the design specification.
Областью применения документа являются системы автоматизации и телемеханизации объектов системы трубопроводного транспорта нефтепродуктов: перекачивающих станций, наливных пунктов резервуарных парков и линейной части магистральных нефтепродуктопроводов. Стандарт организации определяет требования к средствам автоматизации и телемеханизации магистральных нефтепродуктопроводов. Стандарт не распространяется на нефтебазы, проектирование которых должно проводиться с учетом норм технологического проектирования складов нефти и нефтепродуктов, а также на узлы учета нефтепродуктов, проектирование которых должно осуществляться в соответствии с нормами проектирования узлов учета. Действие документа распространяется на все ведомственные организации и предприятия ОАО "АК "Транснефтепродукт", а также организации-подрядчики независимо от форм собственности и ведомственной принадлежности, участвующих в работах по разработке средств автоматизации, телемеханизации, автоматизированных систем и средств передачи данных, проектированию новых, реконструкции и техническому перевооружению действующих объектов системы трубопроводного транспорта нефтепродуктов. Действие документа распространяется на магистральные нефтепродуктопроводы ОАО "АК "Транснефтепродукт", расположенные как на территории Российской Федерации, так и на магистральные нефтепродуктопроводы ОАО "АК "Транснефтепродукт", расположенные на территории других государств, в части, не противоречавщей законодательству соответствующих государств. Установленные в документе требования могут уточняться проектной организацией в соответствии с требованиями изготовителя оборудования, конкретной технологической схемой объекта согласно заданию на его проектирование.
