The recommendations establish the requirements that the Federal Service for Hydrometeorology and Environmental Monitoring as part of the state environmental monitoring service makes to the organization and conduct of observations of surface water pollution. The recommendations are intended for organizations of the Roshydromet observation network that prepare and conduct observations of surface land pollution
