The provisions of the set of rules apply to the design of public buildings and structures that perform the functions of public services and are accessible to people with limited mobility. The set of rules applies to the design and reconstruction of buildings of institutions of various forms of ownership and various organizational and legal forms. The code of rules does not apply to parts of public buildings, structures and areas where admission of visitors is not provided. If these zones provide jobs for persons with disabilities, they should be designed in accordance with SP 139.13330, and in their absence, on the design assignment.
