The document applies to the developed and revised methods of measuring electricity and power, carried out using existing or newly constructed and reconstructed power plants and substations of RAO UES of Russia and AO-Energo automated measuring systems designed for: control and metering of electricity and power; settlement (commercial) and technical (control) accounting of electricity and power; control and management of electricity consumption and sales; including using the automated system for commercial accounting of power consumption, with the help of which the obtained measurement results are taken into account for carrying out trade operations and mutual settlements between the seller (power supply organization) and the buyer (subscriber) of electricity and power in accordance with art. 13 of the RF Law on ensuring the uniformity of measurements. Typical MVI establishes general provisions and requirements for the construction, content and presentation of documents regulating MVI of active and reactive electricity and power at power facilities. This Typical MVI takes into account the requirements and basic provisions of GOST R 8.563-96. Typical MVI is recommended for personnel of power facilities, design organizations and consumers. Typical MVI does not apply to AMR, for which the metrological characteristics are not normalized under known operating conditions of use in stationary mode of equipment operation.
Документ распространяется на разрабатываемые и пересматриваемые методики выполнения измерений электроэнергии и мощности, проводимые с использованием действующих или вновь сооружаемых и реконструируемых на электростанциях и подстанциях РАО «ЕЭС России» и АО-энерго автоматизированных измерительных систем, предназначенных для: контроля и учета электроэнергии и мощности; расчетного (коммерческого) и технического (контрольного) учета электроэнергии и мощности; контроля и управления потреблением и сбытом электроэнергии; в том числе с использованием АСКУЭ, с помощью которых полученные результаты измерений учитывают для проведения торговых операций и взаимных расчетов между продавцом (энергоснабжающей организацией) и покупателем (абонентом) электроэнергии и мощности в соответствии со ст. 13 Закона РФ об обеспечении единства измерений. Типовая МВИ устанавливает общие положения и требования к построению, содержанию и изложению документов, регламентирующих МВИ активной и реактивной электроэнергии и мощности на энергообъектах. Настоящая Типовая МВИ учитывает требования и основные положения ГОСТ Р 8.563-96. Типовая МВИ рекомендуется для персонала энергообъектов, проектных организаций и потребителей. Типовая МВИ не распространяется на АСКУЭ, для которых не нормируют метрологические характеристики в известных рабочих условиях применения в стационарном режиме работы оборудования.
