Safety Requirements for Railway Transportation of Hazardous Cargo
Правила безопасности при перевозке опасных грузов железнодорожным транспортом
Status: Effective
The rules apply to the transport of dangerous goods and are mandatory for shippers, consignees, workers of the main and industrial rail transport involved in the process of transporting dangerous goods, accompanying and (or) protecting them on the way; they should be guided by all enterprises and organizations (regardless of the form of ownership), engaged in the manufacture, maintenance and repair of rolling stock and containers for the transport of dangerous goods, as well as freight forwarding services for consignors and consignees. The rules do not apply: a) to the technological transportation of dangerous goods within the territories of enterprises and organizations that apply them, carry out their production, processing, storage or destruction; b) for the transport of radioactive substances; c) for special transportations of dangerous goods, which are regulated by decrees of the Government of Russia or, on its behalf, by the competent authority.
Правила распространяются на перевозки опасных грузов и являются обязательными для грузоотправителей, грузополучателей, работников магистрального и промышленного железнодорожного транспорта, участвующих в процессе перевозки опасных грузов, осуществляющих сопровождение и (или) охрану их в пути следования; ими должны руководствоваться все предприятия и организации (независимо от форм собственности), занимающиеся изготовлением, техническим обслуживанием и ремонтом подвижного состава и контейнеров для перевозки опасных грузов, а также транспортно-экспедиционным обслуживанием грузоотправителей и грузополучателей. Правила не распространяются: а) на технологические перевозки опасных грузов внутри территорий предприятий и организаций, применяющих их, осуществляющих их производство, обработку, хранение или уничтожение; б) на перевозки радиоактивных веществ; в) на специальные перевозки опасных грузов, которые регламентируются постановлениями Правительства России или по его поручению компетентным органом.
