The Code regulates relations in the field of creating a system of settlement, urban planning, development, improvement of urban and rural settlements, the development of their engineering, transport and social infrastructures, environmental management, preservation of objects of historical and cultural heritage and environmental protection in order to ensure favorable living conditions for the population . The Code defines the competence of the state authorities of the Russian Federation, the state authorities of the constituent entities of the Russian Federation, the rights and obligations of citizens and legal entities in the field of urban planning, the role of urban planning documentation and town planning regulations in regulating the use of the territory of the Russian Federation, as well as responsibility for violation of the legislation of the Russian Federation on town planning.
Кодекс регулирует отношения в области создания системы расселения, градостроительного планирования, застройки, благоустройства городских и сельских поселений, развития их инженерной, транспортной и социальной инфраструктур, рационального природопользования, сохранения объектов историко-культурного наследия и охраны окружающей природной среды в целях обеспечения благоприятных условий проживания населения. Кодекс определяет компетенцию органов государственной власти Российской Федерации, органов государственной власти субъектов Российской Федерации, права и обязанности граждан и юридических лиц в области градостроительной деятельности, роль градостроительной документации и градостроительных регламентов в регулировании использования территории Российской Федерации, а также ответственность за нарушение законодательства Российской Федерации о градостроительстве.
