The procedure and organization of control over nanomaterials
Порядок и организация контроля за наноматериалами
Status: Effective - Introduced for the first time
Guidelines determine the procedure and organization of control over artificial nanomaterials at the stages of their production, storage, transportation, sale and destruction. Guidelines are used in the control of nanomaterials in the products of nanoindustry enterprises, production and consumption waste and environmental objects in order to make decisions on the risk assessment associated with the effects of nanoparticles and nanomaterials on the human body. Guidelines are designed to ensure uniformity of measurements and adaptation of existing methods and measuring instruments during the control of nanomaterials and nanotechnologies, conducted in order to ensure their safety. The guidelines are intended for specialists of bodies and organizations of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, and can also be used by research organizations of hygienic profile, medical schools and other organizations and institutions conducting studies on the safety assessment of nanomaterials. The methodological guidelines do not apply to measures for the control of nanometer-sized particles (PM 0.1) generated by natural phenomena (forest fires, volcanic eruptions, etc.), nanoparticles of technogenic origin contained in the combustion products generated during operation of vehicles and thermal power plants, nanoparticles of radionuclides formed during accidents at radiation hazardous objects.
Методические указания определяют порядок и организацию контроля за искусственными наноматериалами на стадиях их производства, хранения, транспортирования, реализации и уничтожения. Методические указания применяются в ходе контроля наноматериалов в продукции предприятий наноиндустрии, отходах производства и потребления и объектах окружающей среды в целях принятия решений по оценке рисков, связанных с воздействием наночастиц и наноматериалов на организм человека. Методические указания разработаны с целью обеспечения единства измерений и адаптации имеющихся методов и средств измерений в ходе контроля наноматериалов и нанотехнологий, проводимого в целях обеспечения их безопасности. Методические указания предназначены для специалистов органов и организаций Федеральной службы по надзору в сфере защиты прав потребителей и благополучия человека, а также могут быть использованы научно-исследовательскими организациями гигиенического профиля, медицинскими учебными заведениями и иными организациями и учреждениями, проводящими исследования по оценке безопасности наноматериалов. Действие методических указаний не распространяется на мероприятия по контролю частиц нанометрового размера (PM 0,1), образующихся при природных явлениях (лесных пожарах, извержениях вулканов и так далее), наночастиц техногенного происхождения, содержащихся в продуктах сгорания, образующихся при работе транспортных средств и тепловых электростанций, наночастиц радионуклидов, образующихся при авариях на радиационно опасных объектах.
