Evaluation of the risk of exposure to pesticides on workers

The guidelines have been developed in accordance with the legislation of the Russian Federation and from the standpoint of harmonization with international approaches in order to ensure a unified, scientifically based system of hygienic safety assessment for agricultural workers and other industries, users of personal subsidiary farms working with pesticides in the Russian Federation. Guidelines establish standardized methodological approaches to the measurement and assessment of actual pollution by pesticides of working area air and skin, allowing to assess the degree of risk for people working with pesticides, taking into account the technologies and conditions of their use. The results obtained are the basis for making management decisions on the possibility of using pesticides, clarifying regulations and application technologies, restricting the use, and optimizing the working conditions of workers. Requirements set out in the guidelines. must be observed when conducting hygienic studies to assess the risk to workers with pesticides in the implementation of expert assessment of pesticides in the course of registration tests, monitoring studies and control (supervision) of the use of pesticides. The guidelines are intended for specialists from bodies and organizations of the Federal Service for Supervision in the Sphere of Consumer Rights Protection and Human Welfare, as well as research and other organizations whose activities are related to risk assessment when exposed to pesticides on workers.
Методические указания разработаны в соответствии с законодательством Российской Федерации и с позиции гармонизации с международными подходами с целью обеспечения единой научно обоснованной системы гигиенической оценки безопасности для работников сельского хозяйства и других отраслей, пользователей личных подсобных хозяйств, работающих с пестицидами на территории Российской Федерации. Методические указания устанавливают унифицированные методические подходы по измерению и оценке реального загрязнения пестицидами воздуха рабочей зоны и кожных покровов, позволяющие оценить степень риска для работающих с пестицидами с учетом технологий и условий их применения. Полученные результаты являются основанием для принятия управленческих решений по возможности использования пестицидов, уточнению регламентов и технологии применения, ограничению применения, оптимизации условий труда работающих. Требования, изложенные в методических указаниях. необходимо соблюдать при проведении гигиенических исследований с целью оценки риска для работающих с пестицидами при осуществлении экспертной оценки пестицидов в ходе регистрационных испытаний, мониторинговых исследований и контроля (надзора) за применением пестицидов. Методические указания предназначены для специалистов органов и организаций Федеральной службы по надзору в сфере защиты прав потребителей и благополучия человека, а также научно- исследовательских и других организаций, деятельность которых связана с оценкой риска при воздействии пестицидов на работающих.
