This guidance document establishes the basic principles and general requirements that should guide the development and justification of regulations on labor protection in maritime transport. The guidance document applies to the activities of design and other organizations, as well as educational institutions that develop regulatory legal acts (requirements, norms, rules, instructions, etc.) on labor protection for maritime transport, regardless of forms of ownership, and is an addition to the development of rules and instructions for labor protection, approved by the Decree of the Ministry of Labor of the Russian Federation of 01.07.1993, № 129.
Настоящий руководящий документ устанавливает основные принципы и общие требования, которыми следует руководствоваться при разработке и обосновании нормативных правовых актов по охране труда на морском транспорте. Руководящий документ распространяется на деятельность научно-конструкторских и иных организаций, а также учебных заведений, разрабатывающих нормативные правовые акты (требования, нормы, правила, инструкции и др.) по охране труда для морского транспорта независимо от форм собственности и является дополнением к Методическим указаниям по разработке правил и инструкций по охране труда, утвержденным Постановлением Министерства труда Российской Федерации от 01.07.1993 г. № 129.
