This Regulation is based on and in development of the “Basic Rules of the IEC Electronic Equipment Certification System (MSS IET)” publication QC 001 001, “Rules of Procedure of the Certification System of Electronic Electronics Products IEC (MCC IET)” publication QC 001 002 and “National Regulation on supervision of certification of electronic products "(hereinafter - the National Regulation). Certification of electronic devices (hereinafter referred to as products) provides for the solution of the following tasks: improvement of the technical level, quality, reliability and competitiveness of products; ensuring a stable release of certified products in strict accordance with the requirements of the technical conditions in force in the MSS and IET (TU MSS); reduction of time costs, rational use of material, energy and labor resources. Certification of products, along with other works, provides for the following activities: certification of manufacturers to ensure consistent quality in the production of certain types of products; accreditation of independent testing centers (organizations, laboratories) - then testing centers - for the right to conduct certification tests of certain types of products in order to establish the conformity of products to the requirements of TU MSS; certification testing of products. As a result of the work carried out, the quality control of the products is carried out, conclusions are drawn on the conformity of the products to the requirements of the Technical Specifications of the ISC, a certificate of conformity is issued or a mark of conformity is affixed. This Regulation is in addition to the guidance documents listed in the first paragraph specifying the organization and procedure for conducting IET certification in the USSR and, in particular, clarifies the functions of the Secretariat of the National Lead Organization.
Настоящее Положение разработано на основе и в развитие «Основных правил Системы сертификации изделий электронной техники МЭК (МСС ИЭТ)» публикация QC 001 001, «Правил процедуры Системы сертификации изделий электронной техники МЭК (МСС ИЭТ)» публикация QC 001 002 и «Национального положения о надзоре за сертификацией изделий электронной техники» (далее - Национальное положение). Сертификация изделий электронной техники (далее - изделий) предусматривает решение следующих задач: повышение технического уровня, качества, надежности и конкурентоспособности изделий; обеспечение стабильного выпуска сертифицированных изделий в строгом соответствии с требованиями технических условий, действующих в МСС и ИЭТ (ТУ МСС); сокращение временных затрат, рациональное использование материальных, энергетических и трудовых ресурсов. Сертификация изделий, наряду с другими работами, предусматривает проведение следующих мероприятий: аттестация предприятий-изготовителей для обеспечения стабильного качества при выпуске определенных типов изделий; аккредитация независимых испытательных центров (организаций, лабораторий) - далее испытательных центров - на право проведения сертификационных испытаний определенных типов изделий с целью установления соответствия изделий требованиям ТУ МСС; проведение сертификационных испытаний изделий. В результате проведенных работ осуществляется контроль качества изделий, делаются выводы о соответствии изделий требованиям ТУ МСС, выдается сертификат соответствия или проставляется знак соответствия. Настоящее Положение является дополнением к перечисленным в первом пункте руководящим документам, конкретизирующим организацию и порядок проведения в СССР работ по сертификации ИЭТ и, в частности, уточняет функции Секретариата Национальной головной организации.
