The guidance document establishes the composition of the multi-year data on the regime and quality of the waters of the seas and sea estuaries (MDM) and the structure of their tabular forms. It sets out the rules for filling these forms with data and calculating output characteristics in spreadsheets. The guidance document is used in the compilation and preparation for publication of the published part of the Water Cadastre of the Russian Federation “Long-term data on the regime and quality of sea waters and sea estuaries” in accordance with the distribution of responsibility of research and network organizations of Roshydromet at the federal, basin and territorial levels. The scope of this guidance document from the sea is limited to the territorial waters of the Russian Federation to the state border line, including islands, and from the land-end sections of major rivers, adopted as the river borders of their mouth areas.
Руководящий документ устанавливает состав Многолетних данных о режиме и качестве вод морей и морских устьев рек (МДМ) и структуру их табличных форм. В нем изложены правила заполнения этих форм данными и расчета выводных характеристик в электронных таблицах. Руководящий документ применяется при составлении и подготовке к изданию публикуемой части Водного кадастра Российской Федерации «Многолетние данные о режиме и качестве вод морей и морских устьев рек» в соответствии с распределением ответственности научно-исследовательских и сетевых организаций Росгидромета на федеральном, бассейновом и территориальном уровнях. Область применения настоящего руководящего документа со стороны моря ограничивается территориальными водами РФ до линии государственной границы, включая острова, а со стороны суши-замыкающими створами крупных рек, принятыми в качестве речных границ их устьевых областей.
