Recommendations for energy efficiency in residential and public buildings
Рекомендации по обеспечению энергетической эффективности жилых и общественных зданий

The recommendations are intended for use in the development and examination of project documentation for new construction and reconstruction of residential and public buildings. The provisions of the methodological document become mandatory for compliance with the inclusion of the requirement to be guided by this document in contracts (contracts), design assignments, regulatory documents (standards) of organizations, including self-regulating. The document is intended for all participants in urban planning, government bodies and supervisors, including expert bodies. Energy efficiency requirements are subject to use in the design, expertise, construction, reconstruction, commissioning and during operation within the period during which the energy efficiency requirements are met by the developer, constructed and reconstructed heated buildings equipped with heat-consuming installations, electrical receivers, water dispensers and (or) devices for the use of natural gas to ensure energy consumers common resources and utilities. Recommendations are applied on the territory of St. Petersburg in the design of residential (by SP 54.13330.2011) and public buildings (according to SNiP 31-05, SNiP 31-06) with normalized temperature and relative humidity of the internal air and are designed to ensure the efficient use of energy resources. Recommendations do not apply to the design of: religious buildings; buildings, structures, structures, which, in accordance with the legislation of the Russian Federation, are classified as objects of cultural heritage (historical and cultural monuments); residential and public buildings heated periodically (less than five days a week) or seasonally (continuously, less than three months a year); mobile residential buildings; temporary buildings in operation no more than two heating seasons; buildings and structures as part of the engineering support of the facility - transformer substations, boiler rooms, pumping station, pumping station, central heating station.
Рекомендации предназначены для использования при разработке и экспертизе проектной документации для нового строительства и реконструкции жилых и общественных зданий. Положения методического документа становятся обязательными для выполнения при включении требования руководствоваться данным документом в договоры (контракты), задания на проектирование, нормативные документы (стандарты) организаций, в том числе саморегулируемых. Документ предназначается для всех участников градостроительной деятельности, государственных органов управления и надзора, в том числе органов экспертизы. Требования энергетической эффективности подлежат применению при проектировании, экспертизе, строительстве, реконструкции, вводе в эксплуатацию и в процессе эксплуатации в пределах срока, в течение которого выполнение требований энергетической эффективности обеспечивается застройщиком, построенных и реконструированных отапливаемых зданий, оборудованных теплопотребляющими установками, электроприемниками, водоразборными устройствами и (или) устройствами для использования природного газа с целью обеспечения потребителей энергетическими ресурсами и коммунальными услугами. Рекомендации применяются на территории Санкт-Петербурга при проектировании жилых (по СП 54.13330.2011) и общественных зданий (по СНиП 31-05, СНиП 31-06) с нормируемой температурой и относительной влажностью внутреннего воздуха и предназначены для обеспечения эффективного использования энергетических ресурсов. Рекомендации не распространяются на проектирование: культовых зданий; зданий, строений, сооружений, которые в соответствии с законодательством Российской Федерации отнесены к объектам культурного наследия (памятники истории и культуры); жилых и общественных зданий, отапливаемых периодически (менее пяти дней в неделю) или сезонно (непрерывно, менее трех месяцев в году); мобильных жилых зданий; временных зданий, находящихся в эксплуатации не более двух отопительных сезонов; строений и сооружений в составе инженерного обеспечения объекта - трансформаторные подстанции, котельные, КНС, ВНС, ЦТП.
