The instruction establishes methods for calculating operating costs for a technical and economic assessment of design solutions for residential and public buildings. The instruction is mandatory for all organizations regardless of their departmental subordination in the development, examination and approval of projects of residential and public buildings. The instruction contains methods for determining operational costs in a feasibility study: newly developed types of projects; pilot projects; projects in specific construction conditions.
Инструкция устанавливает методы расчета эксплуатационных затрат для технико-экономической оценки проектных решений жилых и общественных зданий. Инструкция является обязательной для всех организаций независимо от их ведомственной подчиненности при разработке, экспертизе и утверждении проектов жилых и общественных зданий. Инструкция содержит методы определения эксплуатационных затрат при технико-экономической оценке: вновь разрабатываемых типов проектов; экспериментальных проектов; проектов в конкретных условиях строительства.
