The rules define the requirements for the organization of accounting for the supply and consumption of heat energy and heat carriers (network water and water vapor), control of their parameters: mass (volume), temperature and pressure, as well as general technical requirements for metering stations for heat energy and heat carrier. The rules are valid on the territory of the Russian Federation and are mandatory for the state energy supervision authorities, legal entities and individuals, regardless of their departmental affiliation and ownership
Правила определяют требования к организации учета отпуска и потребления тепловой энергии и теплоносителей (сетевой воды и водяного пара), контроля их параметров: массы (объема), температуры и давления, а также общие технические требования к узлам учета тепловой энергии и теплоносителя. Правила действуют на территории Российской Федерации и обязательны для исполнения органами государственного энергетического надзора, юридическими и физическими лицами независимо от их ведомственной принадлежности и форм собственности
