Safety Regulations for Oil and Gas Field Exploration and Development On the Continental Shelf

Status: Not effective - Not applicable. By order of the Federal Service for Ecological, Technological and Nuclear Supervision dated March 18, 2014 No. 105, the Resolution of the Federal Mining and Industrial Supervision of Russia dated June 5, 2003 No. 58 was deemed to be non-applicable (the order shall enter into force three months after its official publication, the text of the order was published in Rossiyskaya Gazeta on February 6, 2015, No. 24
The rules are mandatory for all enterprises, organizations, research, design and survey and other departments whose activities are related to the exploration and development of such deposits on the continental shelf, as well as the development of projects, technologies, equipment and tools for carrying out these works, independently from departmental subordination and form of ownership. The rules are also mandatory for the implementation of activities for the exploration and development of oil, gas and gas condensate fields outside the continental shelf of the Russian Federation in cases where it follows from international law or from an agreement with a foreign state. The rules apply to fixed structures and floating objects, including drilling ships (BS), intended for the exploration and development of oil and gas fields on the continental shelf of Russia. Objects under construction should be brought into compliance with the requirements of these Rules within the time agreed with the Gosgortechnadzor of Russia.
Правила являются обязательными для всех предприятий, организаций, научно-исследовательских, проектно-изыскательских и других подразделений, деятельность которых связана с разведкой и разработкой таких месторождений на континентальном шельфе, а также с разработкой проектов, технологий, оборудования и инструмента для выполнения этих работ, независимо от ведомственной подчиненности и формы собственности. Правила также обязательны для исполнения при осуществлении деятельности по разведке и разработке нефтяных, газовых и газоконденсатных месторождений вне пределов континентального шельфа Российской Федерации в тех случаях, когда это следует из международного права или из соглашения с иностранным государством. Правила распространяются на стационарные сооружения и плавучие объекты, включая буровые суда (БС), предназначенные для разведки и разработки нефтяных и газовых месторождений на континентальном шельфе России. Находящиеся в стадии строительства объекты должны быть приведены в соответствие с требованиями настоящих Правил в сроки, согласованные с Госгортехнадзором России.
