The rules and regulations apply to the design of newly built and reconstructed airfields (heliports) located in the territory of the USSR. In the design of aerodromes at international airports, in addition to these rules and regulations, standards should be observed and used by the recommendations of the International Civil Aviation Organization (ICAO).
Нормы и правила распространяются на проектирование вновь строящихся и реконструируемых аэродромов (вертодромов), располагаемых на территории Союза ССР. При проектировании аэродромов международных аэропортов должны кроме настоящих норм и правил соблюдаться стандарты и использоваться рекомендации Международной организации гражданской авиации (ИКАО).
