Model Emergency Response Plan at Main Oil Product Pipelines

This guidance document establishes a unified approach and requirements for the content of plans for the elimination of possible accidents on the main oil product pipelines: standard forms, procedure and deadlines for the preparation of the necessary documentation; the procedure for notifying officials of open joint-stock companies and third-party organizations who must be notified of the accident, interacting with administrative and supervisory authorities, landowners, organizations operating communications that take place in the same technical corridor with the main oil product pipelines; measures to rescue people, localize spilled oil products, eliminate the accident and its consequences, and other measures of an organizational and technical nature aimed at eliminating accidents as soon as possible and with the least damage
Настоящий руководящий документ устанавливает единый подход и требования к содержанию планов ликвидации возможных аварий на магистральных нефтепродуктопроводах: типовые формы, порядок и сроки оформления необходимой документации; порядок оповещения должностных лиц открытых акционерных обществ и сторонних организаций, которые должны быть извещены об аварии, взаимодействия с административными и надзорными органами, землевладельцами, организациями, эксплуатирующими коммуникации, проходящие в одном техническом коридоре с магистральными нефтепродуктопроводами; мероприятия по спасению людей, локализации разлитого нефтепродукта, ликвидации аварии и ее последствий и другие мероприятия организационно-технического характера, направленные на ликвидацию аварий в кратчайшие сроки и с наименьшим ущербом
