Status: Effective

The instruction is aimed at ensuring the environmental safety of natural ecosystems and the population in the short-term and long-term periods of well construction (including wells for underground tanks and injection of industrial stocks, taking into account the likelihood of their preservation and elimination at the drilling stage or after their development and emergency) by making a scientifically based prediction of changes in the state of the environment under various scenarios for the application of echnology and equipment; of pre-investment and pre-project studies necessary for the preparation of the EIA.

Инструкция направлена на обеспечение экологической безопасности природных экосистем и населения в краткосрочный и долгосрочный периоды строительства скважин (в том числе скважин для подземных емкостей и закачки промстоков с учетом вероятности их консервации и ликвидации на стадии бурения или после их освоения и предусматривает установление уровня приемлемого риска (систематического и аварийного) путем составления научно обоснованного прогноза изменения состояния природной среды при различных сценариях применения альтернативных технологий и технических средств; осуществления прединвестиционных и предпроектных исследований, необходимых для составления ОВОС.
