Regulations for design and safe operation of equipment and piping of atomic power plants

The rules apply to pressure vessels (including hydrostatic) and vacuum vessels (including reactor shells and their safety housings and housings, steam generators and heat exchangers), pump bodies and fittings, and pipelines of nuclear power plants (NPP, APEC, ACT, ASPT) with water-cooled and water-graphite reactors, fast neutron reactors with liquid metal coolant and installations with research or experimental reactors of the specified types (hereinafter referred to as vessels, pump casings and fittings Xia "Hardware", and all of the nuclear power plants and installations are referred to as NPP - nuclear power plants), assigned to the groups A, B and C rules. The requirements of the Rules do not apply to the following items of equipment and pipelines under clause 1.1.1: 1) fuel elements and assemblies, control and protection rods (CPS) and other structural elements inside reactor vessels, process and other channels containing fissile, absorbing or slowing materials; 2) pipes and devices embedded inside the equipment, the destruction of which does not lead to the release of the working medium beyond the limits of this equipment or to flow through sealed elements separating various media (including media with different parameters); 3) mechanical and electrical devices located inside the equipment (for example, mechanisms for reloading devices, CPS executive bodies); 4) elements located in the buildings of the equipment or in the pipelines in order to study the performance of these elements; 5) the internal metal lining of concrete housings of research reactors; 6) equipment enclosures made of non-metallic materials; 7) turbine housings, reheat heating shut-off valves, overflow pipelines within the turbine and steam extraction pipelines (if there is a valve in the pipeline) from the turbine to the valve; 8) support and suspension of pipeline equipment; 9) metal structures and casings, sealing the interior of water graphite reactors, including encased graphite masonry and related elements; 10) metal constructions of reloading and washing boxes with the equipment located in them (except for the plugs sealing the reloading channels of the reactor) for fast neutron reactors; 11) printed gaskets and non-metallic elements of seal assemblies; 12) parts of machines that are not independent vessels (for example, condensers and heat exchangers, structurally embedded in machines, etc.).
Правила распространяются на работающие под давлением (включая гидростатическое) и вакуумом сосуды (в том числе на корпуса реакторов и на их страховочные корпуса и кожухи, на парогенераторы и теплообменники), на корпуса насосов и арматуру и на трубопроводы систем атомных станций (АЭС, АТЭЦ, ACT, АСПТ) с водо-водяными и водографитовыми реакторами, реакторами на быстрых нейтронах с жидкометаллическим теплоносителем и установок с исследовательскими или опытными реакторами указанных типов (в дальнейшем сосуды, корпуса насосов и арматура именуются "оборудование", а все перечисленные атомные станции и установки именуются АЭУ - атомные энергетические установки), отнесенные к группам А, В и С Правил. Требования Правил не распространяются на следующие элементы оборудования и трубопроводов по п. 1.1.1: 1) тепловыделяющие элементы и сборки, стержни систем управления и защиты (СУЗ) и другие конструкционные элементы внутри корпусов реакторов, технологических и иных каналов, содержащие делящиеся, поглощающие или замедляющие материалы; 2) трубы и устройства, встроенные внутрь оборудования, разрушение которых не приводит к выходу рабочей среды за пределы этого оборудования или к перетечке через разделяющие различные среды герметичные элементы (в том числе среды с разными параметрами); 3) механические и электрические устройства, расположенные внутри оборудования (например, механизмы перегрузочных устройств, исполнительные органы СУЗ); 4) элементы, расположенные в корпусах оборудования или в трубопроводах с целью изучения работоспособности этих элементов; 5) внутреннюю металлическую облицовку бетонных корпусов исследовательных реакторов; 6) корпуса оборудования, изготовленные из неметаллических материалов; 7) корпуса турбин, отсечную арматуру промперегрева, перепускные трубопроводы в пределах турбины и трубопроводы отбора пара (при наличии запорного органа на трубопроводе) от турбины до запорного органа; 8) опоры и подвески оборудования трубопроводов; 9) металлоконструкции и кожухи, герметизирующие внутреннее пространство водографитовых реакторов, включая заключенную в кожух графитовую кладку и относящиеся к ней элементы; 10) металлоконструкции перегрузочного и обмывочного боксов с находящимся в них оборудованием (кроме пробок, герметизирующих перегрузочные каналы реактора) для реакторов на быстрых нейтронах; 11) набивные прокладки и неметаллические элементы узлов уплотнений; 12) части машин, не представляющие собой самостоятельные сосуды (например, конденсаторы и теплообменники, конструктивно встроенные в машины и др.).
