The requirements apply to passenger railcars supplied for operation on a single railway network of the Russian Federation. Requirements are the technical regulations of the Ministry of Railways of Russia and are obligatory for all legal entities to comply with, regardless of their organizational and legal form and their belonging, who develop, manufacture, supply, maintain, repair and modernize railcars.
Требования распространяются на поставляемые для эксплуатации на единой сети железных дорог Российской Федерации пассажирские железнодорожные вагоны. Требования являются техническим регламентом МПС России и обязательны для соблюдения всеми юридическими лицами, независимо от их организационно-правовой формы и ведосмственной принадлежности, осуществляющими разработку, изготовление, поставку, техническое обслуживание, ремонт и модернизацию вагонов
