This standard applies to measurement methods (methods) (hereinafter referred to as MVI) used in the field of atomic energy use: - while monitoring the quality indicators of products (raw materials, semi-finished products, substances, materials and products) in the process of their production, release, acceptance, storage, processing and utilization, control of technological process parameters, industrial environmental and sanitary control, pre-reactor, reactor and after reactor studies of materials and products, if the measurement results are used in accounts of the characteristics of reliability, durability and operability of nuclear reactors, -the receipt of standard reference data on the composition and properties of substances and materials, -regulation and control of nuclear materials, radioactive substances and radioactive waste, -inspections of metrological characteristics of standard samples, -radiation control, -production of survey geodetic and hydrometeorological works, the implementation of other activities in accordance with article 4 of the Federal Law of 21 November 1995 No. 170-ФЗ [3]. This standard establishes: - general requirements for MVI, - classification of MVI depending on the scope and nature of the information received about the defined characteristic (parameter), - methods of establishing and presenting the metrological characteristics of MVI, - rules for presenting measurement results, tests and measurement control, - technical requirements for MVI, including requirements for use, measurement conditions, measuring instruments, auxiliary equipment, safety, measurement procedures, contact procedures Proportion measurement quality requirements -Basic estimation algorithms metrological characteristics -Features- methods metrological characteristics evaluation

Настоящий стандарт распространяется на методики (методы) измерений (далее-МВИ), применяющиеся в области использования атомной энергии: -при контроле показателей качества продукции (сырья, полуфабрикатов, веществ, материалов и изделий) в процессе ее производства, выпуска, приемки, хранении, переработки и утилизации, -контроле параметров технологических процессов, -производственном экологическом и санитарном контроле, -дореакторных, реакторных и после реакторных исследованиях материалов и изделий, если результаты измерений используют в расчетах характеристик надежности, долговечности и работоспособности ядерных реакторов, -получении стандартных справочных данных о составе и свойствах веществ и материалов, -учете и контроле ядерных материалов, радиоактивных веществ и радиоактивных отходов, -исследованиях метрологических характеристик стандартных образцов, -радиационном контроле, -производстве изыскательских геодезических и гидрометеорологических работ, -осуществлении иных видов деятельности в соответствии со статьей 4 Федерального закона от 21 ноября 1995 г. № 170-ФЗ [3]. Настоящий стандарт устанавливает: -общие требования к МВИ, -классификацию МВИ в зависимости от сферы применения и характера получаемой информации об определяемой характеристике (параметре), -способы установления и представления метрологических характеристик МВИ, -правила представления результатов измерений, испытаний и измерительного контроля, -технические требования к МВИ, включая требования к применению, условиям измерений, средствам измерений, вспомогательному оборудованию, безопасности, измерительным процедурам, процедурам контроля качества измерений, -основные требования к алгоритмам оценки метрологических характеристик, -особенности способов оценки метрологических характеристик
