This standard applies to primary diamond deposits and spatially associated placers located in the cryolithozone to be developed by the open method, as well as to individual development sites within one deposit, and establishes requirements for design documentation and technical projects for construction, reconstruction, expansion technical re-equipment of diamond-mining enterprises with an open method of development, as well as pre-design materials. This standard is applied by the state bodies that carry out: - management of the state fund of mineral resources of the Russian Federation; - state expertise and accounting of mineral reserves; - State geological control and supervision of the geological study, use and protection of the subsoil; - state expertise of project documentation of capital construction objects; - State supervision of the safe conduct of work related to the use of subsoil; - coordination of technical projects for the development of mineral deposits and other project documentation for the performance of work related to the use of subsoil plots by types of minerals and types of subsoil use. This standard is governed by: - Subsoil users; - enterprises conducting geological research, exploration and mining of diamond ore; - innovative organizations and enterprises creating new methods, techniques and technologies for the development of solid mineral deposits by the open method; - design organizations developing design and technological documentation for geological exploration and development of diamond ore deposits
