The set of rules applies to the construction of main and field steel pipelines for oil and gas, located in areas of permafrost soils with a nominal diameter of up to 1400 mm and an overpressure of the medium: not higher than 10 MPa - for main pipelines; not higher than 32 MPa - for field pipelines. The set of rules establishes requirements for the organization of construction, handling, transport, excavation and installation works, as well as their control in areas of permafrost. The set of rules does not apply to the construction of offshore pipelines.

Свод правил распространяется на строительство магистральных и промысловых стальных трубопроводов для нефти и газа, расположенных в районах распространения многолетне-мерзлых грунтов с условным диаметром до 1400 мм и избыточным давлением среды: не выше 10 МПа — для магистральных трубопроводов; не выше 32 МПа — для промысловых трубопроводов. Свод правил устанавливает требования к организации строительства, погрузочно-разгрузочным, транспортным, земляным и монтажным работам, а также их контролю в районах распространения многолетне-мерзлых грунтов. Свод правил не распространяется на строительство морских трубопроводов.
