The federal law defines the general organizational, legal and economic foundations for the creation and operation of emergency rescue services, emergency rescue units in the territory of the Russian Federation, regulates relations in this area between state authorities, local authorities, as well as enterprises, institutions, organizations, and peasant (farmer) enterprises, other legal entities, regardless of their organizational and legal forms and forms of ownership, public associations, dol by officials and citizens of the Russian Federation, and also establishes the rights, duties and responsibilities of rescuers, defines the basis of state policy in the field of legal and social protection of rescuers, other citizens of the Russian Federation participating in the liquidation of emergency situations of a natural and technogenic nature, and their family members
Федеральный закон определяет общие организационно-правовые и экономические основы создания и деятельности аварийно-спасательных служб, аварийно-спасательных формирований на территории Российской Федерации, регулирует отношения в этой области между органами государственной власти, органами местного самоуправления, а также предприятиями, учреждениями, организациями, крестьянскими (фермерскими) хозяйствами, иными юридическими лицами независимо от их организационно-правовых форм и форм собственности, общественными объединениями, должностными лицами и гражданами Российской Федерации, а также устанавливает права, обязанности и ответственность спасателей, определяет основы государственной политики в области правовой и социальной защиты спасателей, других граждан Российской Федерации, принимающих участие в ликвидации чрезвычайных ситуаций природного и техногенного характера, и членов их семей
