Instructions on the procedure for the acceptance and delivery of general cargo transported on ships of the Ministry of the Navy in coastal and overseas navigation

The instruction provides for the acceptance and delivery of general cargo between ships and ports during transportation in coastal and overseas shipping; determines the responsibility of shipping companies, transport fleet maintenance services (Transflot services) and ports for the safety of transported goods; It applies to all ports, shipping companies (except for the Central Asian Shipping Company, which is covered by the provisions of the Charter of the Inland Water Transport of the USSR), as well as the Transflot service and their branches, and when it is performed, the Transflot service and ports act as independent organizations, regardless whether they are subordinate to the shipping company or not; does not apply to the relationship of ports and Transflot services with their clientele. Such relationships are determined by contract and applicable law.
Инструкция предусматривает порядок приема-сдачи генеральных грузов между судами и портами при перевозках в каботажном и заграничном плавании; определяет ответственность пароходств, служб по обслуживанию транспортного флота (служб "Трансфлот") и портов за сохранность перевозимых грузов; распространяется на все порты, пароходства (кроме Среднеазиатского пароходства, на которое распространяются положения Устава внутреннего водного транспорта Союза ССР), а также службы" Трансфлот" и их филиалы, причем при ее исполнении службы "Трансфлот" и порты действуют как самостоятельные организации, вне зависимости от того, подчинены они или нет данному пароходству; не распространяется на отношения портов и служб "Трансфлот" с их клиентурой. Такие отношения определяются в договорном порядке и действующим законодательством
