The guidance document establishes the requirements for organizing and conducting observations, assessing the state and pollution of the marine environment of the non-Arctic seas of the Russian Federation in the areas of exploration and development of offshore oil and gas fields, and also determines the procedure for their conduct. The guidance document is intended for organizations of the Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet) and other organizations of any legal form of ownership, creating local systems for monitoring the state and pollution of the marine environment and licensed by Roshydromet to carry out activities in the field of hydrometeorology and related fields in compliance with the federal laws "On the hydrometeorological service" and "On the licensing of certain types of activities"
Руководящий документ устанавливает требования к организации и проведению наблюдений, оценке состояния и загрязнения морской среды неарктических морей Российской Федерации в районах разведки и разработки морских нефтегазовых месторождений, а также определяет порядок их проведения. Руководящий документ предназначен для организаций Федеральной службы по гидрометеорологии и мониторингу окружающей среды (Росгидромет) и других организаций любой правовой формы собственности, создающих локальные системы наблюдений за состоянием и загрязнением морской среды и имеющих лицензии Росгидромета на осуществление деятельности в области гидрометеорологии и смежных с ней областях в соответствии с федеральными законами "О гидрометеорологической службе" и "О лицензировании отдельных видов деятельности"
