Federal norms and rules establish the procedure for: conducting work on moistening coal seams; dust control in production and preparation faces; dust suppression at loading and transshipment points and during transportation of coal through mine workings and at surface mine complexes; dedusting the mine atmosphere in the outgoing ventilation jets from the development and treatment workings, as well as in coal mines operating in permafrost conditions; water supply of mine workings and water treatment; organization of work to combat dust and quality control of applied measures to combat dust; dust control. Federal rules and regulations are intended for employees of organizations mining coal by underground method, territorial bodies of Rostekhnadzor and paramilitary mine rescue units.
Федеральные нормы и правила устанавливают порядок: ведения работ по увлажнению угольных пластов; борьбы с пылью в очистных и подготовительных забоях; пылеподавления на погрузочных и перегрузочных пунктах и при транспортировании угля по горным выработкам и на поверхностных комплексах шахт; обеспыливания рудничной атмосферы в исходящих вентиляционных струях из подготовительных и очистных выработок, а также в угольных шахтах, работающих в условиях многолетней мерзлоты; водоснабжения горных выработок и водоподготовки; организации работ по борьбе с пылью и контроля качества применяемых мероприятий по борьбе с пылью; проведения пылевого контроля. Федеральные нормы и правила предназначены для работников организаций, добывающих уголь подземным способом, территориальных органов Ростехнадзора и военизированных горноспасательных частей.
