The rules establish requirements aimed at ensuring industrial safety, preventing accidents at hazardous industrial facilities of underground gas storage facilities, where hazardous substances are obtained, used, stored, transported, including those capable of forming explosive mixtures. The rules are intended for use in the development of technological processes related to the design, construction, and reconstruction of UGS facilities; operation, technical re-equipment, overhaul, conservation and liquidation of ONO UGS facilities; conducting industrial safety expertise of documentation for technical re-equipment, conservation, liquidation of ONO UGS; industrial safety examination of technical devices, buildings and structures, industrial safety declarations of the ONO UGS
Правила устанавливают требования, направленные на обеспечение промышленной безопасности, предупреждение аварий на опасных производственных объектах подземных хранилищ газа, на которых получаются, используются, хранятся, транспортируются опасные вещества, в том числе способные образовывать взрывоопасные смеси. Правила предназначены для применения при разработке технологических процессов, связанных с проектированием, строительством, реконструкцией ОНО ПХГ; эксплуатации, техническом перевооружении, капитальном ремонте, консервации и ликвидации ОНО ПХГ; проведении экспертизы промышленной безопасности документации на техническое перевооружение, консервацию, ликвидацию ОНО ПХГ; проведении экспертизы промышленной безопасности технических устройств, зданий и сооружений, деклараций промышленной безопасности ОНО ПХГ
