This standard applies to motor vehicles (ATS) intended for the carriage of passengers and goods on the roads of the Russian Federation, and establishes general requirements for ATS and its systems, due to low ambient temperatures in the Russian Federation. The requirements of this standard are mandatory and are aimed at ensuring the safety of the movement of automatic telephone exchanges, safety for the life, health and property of citizens and environmental protection. The standard does not apply to mining dump trucks and ATS, the production of which began before the introduction of this standard
Настоящий стандарт распространяется на автотранспортные средства (АТС), предназначенные для перевозки пассажиров и грузов по дорогам РФ, и устанавливает общие требования к АТС и его системам, обусловленные низкими температурами внешней среды, на территории РФ. Требования настоящего стандарта являются обязательными и направлены на обеспечение безопасности движения АТС, безопасности для жизни, здоровья и имущества граждан и охраны окружающей среды. Стандарт не распространяется на карьерные автомобили-самосвалы и АТС, производство которых начато до введения в действие настоящего стандарта
