The standard applies to equipment for measuring electrical energy used both indoors and outdoors, and establishes requirements for the manufacture and testing of equipment for measuring electrical energy when used in AC networks of 50 or 60 Hz at voltages up to 600 V. The standard applies to electromechanical and static meters used inside and outside the premises containing the measuring element and the counting mechanism (s) enclosed in the meter body. It also applies to the operation indicator (s) and test output (s). If the meter has a measuring element for measuring energy of more than one type (meters for different types of energy) or if other functional elements are enclosed in the meter case, such as maximum readings, electronic tariff recorders, time switches, remote control receivers, data interfaces and etc., then the relevant standards or regulatory documents for these elements are applied. The standard does not apply to: a) portable meters; b) interfaces to the counter counting mechanism; c) reference meters. Rack meters are not subject to the mechanical requirements of the standard.

Стандарт распространяется на аппаратуру для измерения электрической энергии, применяемую как внутри, так и снаружи помещений, и устанавливает требования к изготовлению и испытаниям аппаратуры для измерения электрической энергии при использовании в сетях переменного тока частотой 50 или 60 Гц при напряжении до 600 В. Стандарт распространяется на электромеханические и статические счетчики, применяемые внутри и снаружи помещений, содержащие измерительный элемент и счетный(е) механизм(ы), заключенные в корпус счетчика. Он также распространяется на индикатор(ы) функционирования и испытательный(е) выход(ы). Если счетчик имеет измерительный элемент для измерения энергии более чем одного вида (счетчики на энергию разных видов) либо если в корпус счетчика заключены другие функциональные элементы, такие как показатели максимума, электронные регистраторы тарифов, переключатели по времени, приемники дистанционного управления, интерфейсы передачи данных и т.д., то тогда применяют соответствующие стандарты или нормативные документы на эти элементы. Стандарт не распространяется на: а) переносные счетчики; б) интерфейсы к счетному механизму счетчика; в) эталонные счетчики. На счетчики, устанавливаемые в стойке, механические требования стандарта не распространяются.
