This standard establishes the content and order of filling the waste passport of I - IV hazard class, which is in different aggregate (physical) states: solid (actual waste, including dust) and liquid (discharges, drains). This standard applies to any production and consumption waste generated in industry, construction and agriculture, as well as in households and municipal farms where waste is stored, stored and consumed to be eliminated at the final stage of the product’s life cycle, including waste that is transboundary. shipments. This standard does not apply to radioactive, biological waste, waste of medical institutions and military facilities after the end of life, decommissioning and storage. The requirements of this standard are intended for enterprises, organizations and associations of enterprises, including unions, associations, concerns, joint-stock companies, inter-sectoral, regional and other associations, regardless of their form of ownership and departmental subordination, as well as for federal and regional governments that have direct attitude to the formation and elimination of waste with the provision of resource saving and environmental protection (GOST R 14050). The requirements of this standard are voluntarily taken into account when developing documentation for any waste during its formation and at the stages of its elimination.

Настоящий стандарт устанавливает содержание и порядок заполнения паспорта отхода I - IV класса опасности, находящегося в разных агрегатных (физических) состояниях: твердом (собственно отходы, в т.ч. пылевидные) и жидком (сбросы, стоки). Настоящий стандарт распространяется на любые отходы производства и потребления, образующиеся в промышленности, строительстве и сельском хозяйстве, а также в быту и муниципальных хозяйствах, где складируются, хранятся и потребляются отходы, подлежащие ликвидации на последней стадии жизненного цикла продукции, включая отходы, являющиеся результатами трансграничных перевозок. Настоящий стандарт не распространяется на радиоактивные, биологические отходы, отходы лечебно-профилактических учреждений и военные объекты после окончания срока службы, снятия с эксплуатации и хранения. Требования настоящего стандарта предназначены для предприятий, организаций и объединений предприятий, в том числе союзов, ассоциаций, концернов, акционерных обществ, межотраслевых, региональных и других объединений, независимо от форм собственности и ведомственной подчиненности, а также для федеральных и региональных органов управления, имеющих прямое отношение к образованию и ликвидации отходов с обеспечением ресурсосбережения и защиты окружающей среды (ГОСТ Р 14050). Требования настоящего стандарта в добровольном порядке учитывают при разработке документации для любых отходов при их образовании и на этапах их ликвидации
