This standard: - is a regulatory document that establishes the requirements of a technical and organizational nature in the operation and maintenance of wind power plants (wind turbines) and wind power plants (WPP); - applies to wind turbines and wind farms of business entities in the power industry regardless of their organizational and legal forms and forms of ownership, including enterprises without a legal entity, citizens of the Russian Federation, foreign citizens, stateless persons who own, operate and / or maintenance and repair of wind farms of all kinds. - applies to all types of wind turbines and wind farms and sets standards and requirements for ensuring their safe operation and disposal at the end of their service life. This standard does not apply to wind turbines of very low and low power for individual use, electric power storage systems of wind turbines and wind farms, to station-wide equipment. This standard is intended for use by business entities at the stages of: - development of technical documentation for wind turbines (design, technological, operational), including technical specifications for manufacturing; - confirmation of conformity of products; - implementation of wind turbines (supply, sale); - design of WPP and other wind power facilities; - construction of wind farms and other wind power facilities; - use (operation) of wind turbines and wind farms; - reconstruction of wind power stations and other wind power facilities; - when performing works and providing services for WPP; - storage, conservation and liquidation of wind turbines and wind farms. This standard covers all subsystems of wind turbines and wind farms: - supporting structures and wind turbine elements, including the foundation; - mechanical systems; - electrical equipment and cable facilities wind turbines; - control system and technological protection; - mechanisms and security systems; - means of dispatching and technological control, alarm and communication. This standard is based on the integrated implementation of the principles of safety, quality assurance, technical integrity and specific features of the wind power equipment and the wind farm as a whole. The necessary changes to this standard (caused by new operating experience, the introduction of new types of wind turbine structures and components, changes in the regulatory framework, and other reasons) are made by the established procedure

Настоящий стандарт: - является нормативным документом, устанавливающим требования технического и организационного характера при эксплуатации и техническом обслуживании ветроэлектрических установок (ВЭУ) и ветроэлектростанций (ВЭС); - распространяется на ВЭУ и ВЭС субъектов хозяйственной деятельности в электроэнергетике независимо от их организационно-правовых форм и форм собственности, в том числе на предприятия без образования юридического лица, граждан Российской Федерации, иностранных граждан, лиц без гражданства, владеющих, эксплуатирующих и/или осуществляющих техническое обслуживание и ремонт ветроэлектростанций всех видов. - распространяется на все типы ВЭУ и ВЭС и устанавливает нормы и требования по обеспечению их безопасной эксплуатации и утилизации по окончании срока службы. Настоящий стандарт не распространяется на ВЭУ очень малой и малой мощности индивидуального пользования, на системы аккумулирования электроэнергии ВЭУ и ВЭС, на общестанционное оборудование. Данный стандарт предназначен для применения субъектами хозяйственной деятельности на стадиях: - разработки технической документации ВЭУ (конструкторской, технологической, эксплуатационной), в том числе технических условий на изготовление; - подтверждения соответствия изделий; - реализации ВЭУ (поставки, продажи); - проектирования ВЭС и других ветроэнергетических объектов; - строительства ВЭС и других ветроэнергетических объектов; - использования (эксплуатации) ВЭУ и ВЭС; - реконструкции ВЭС и других ветроэнергетических объектов; - при выполнении работ и оказании услуг для ВЭС; - хранения, консервации и ликвидации ВЭУ и ВЭС. Настоящий стандарт затрагивает все подсистемы ВЭУ и ВЭС: - несущие конструкции и элементы ВЭУ, включая фундамент; - механические системы; - электрооборудование и кабельное хозяйство ВЭУ; - систему управления и технологические защиты; - механизмы и системы безопасности; - средства диспетчерского и технологического управления, сигнализации и связи. Настоящий стандарт основывается на комплексном осуществлении принципов безопасности, гарантий качества, технической целостности и специфических особенностях работы ветроэнергетического оборудования и ВЭС в целом. Необходимые изменения в настоящий стандарт (вызванные новым опытом эксплуатации, внедрением новых видов конструкций ВЭУ и комплектующего оборудования, изменением нормативной базы и иными причинами) вносятся установленным порядком
