Status: Effective
The standard applies to photoluminescent evacuation systems (hereinafter - FES) and system elements, including evacuation plans, establishes requirements for FES, its design, installation and maintenance processes. PES is an autonomous, self-contained security system, which is used to organize the management of people’s movement along evacuation routes to reduce evacuation time and inform about the structure of evacuation routes, rules of behavior under reduced visibility conditions (twilight, smoke, fog, etc.) or complete darkness (emergency light-off), in case of a threat and an emergency (fire, accident, natural disaster, catastrophe, terrorist act, etc.) causing the need safe evacuation and rescue of people. PES is installed and used: - in buildings; - in surface and underground structures; - on land, underground, floating and air vehicles (railway passenger cars, buses, subway trains, sea and river vessels, airplanes, etc.); - on sea (river) objects. The standard does not apply to: - emergency lighting systems; - electrotechnical (with elements that consume electrical energy) lighting systems and marking of escape routes; - special signal clothing and equipment of high visibility; - visual sign means of ensuring traffic safety of all types of transport. The standard establishes: - the principles (rules) of design, installation and maintenance of FES; - classification of FES elements and safety signs; - requirements for the placement of FES and FES elements; - General technical requirements for elements of the FES, including evacuation plans; - requirements for basic materials and their photometric properties, means of illumination, methods of fixing, as well as operating criteria and methods for determining their durability and expected service life for the consumer; - control methods of FES and FES elements at the stages of manufacturing and operation.
Стандарт распространяется на фотолюминесцентные эвакуационные системы (далее - ФЭС) и элементы системы, в том числе планы эвакуации, устанавливает требования к ФЭС, процессам ее проектирования, монтажа и технического обслуживания. ФЭС является автономной, самостоятельной системой безопасности, которая применяется в целях организации управления движением людей по эвакуационным путям для уменьшения времени эвакуации и информирования о структуре путей эвакуации, правилах поведения в условиях ограниченной видимости (сумерек, задымления, тумана и т.п.) или полной темноты (аварийного отключения освещения), при угрозе и возникновении чрезвычайной ситуации (пожара, аварии, стихийного бедствия, катастрофы, совершения террористического акта и т.п.), вызывающей необходимость безопасной эвакуации и спасения людей. ФЭС устанавливают и применяют: - в зданиях; - в наземных и подземных сооружениях; - на наземных, подземных, плавучих и воздушных транспортных средствах (железнодорожных пассажирских вагонах, автобусах, поездах метро, морских и речных судах, самолетах и т.п.); - на морских (речных) объектах. Стандарт не распространяется на: - системы аварийного освещения; - электротехнические (с элементами, потребляющими электрическую энергию) системы освещения и обозначения путей эвакуации; - специальную сигнальную одежду и снаряжение повышенной видимости; - визуально-знаковые средства обеспечения безопасности движения всех видов транспорта. Стандарт устанавливает: - принципы (правила) проектирования, монтажа и технического обслуживания ФЭС; - классификацию элементов ФЭС и знаков безопасности; - требования к размещению ФЭС и элементов ФЭС; - общие технические требования к элементам ФЭС, в том числе планам эвакуации; - требования к основным материалам и их фотометрическим свойствам, к средствам освещения, способам закрепления, а также критерии эксплуатации и методы определения их долговечности и ожидаемого срока службы для потребителя; - методы контроля ФЭС и элементов ФЭС на стадиях изготовления и эксплуатации.
