This standard is intended for use in construction during inspections and monitoring of the technical condition of buildings and structures, in the development of design, survey and monitoring tasks for buildings and structures, as well as in the development of design documentation. The role of the standard in the set of measures to ensure the safe operation of buildings and structures is defined in Appendix A. This standard applies to work on: - a comprehensive survey of the technical condition of buildings and structures for the design of their reconstruction or major repairs; - survey of the technical condition of buildings and structures to assess the possibility of their further trouble-free operation or the need for their restoration and strengthening of structures; - to the general monitoring of the technical condition of buildings and structures to identify objects whose designs have changed their stress-strain state and require inspection of the technical condition; - monitoring the technical condition of buildings and structures that fall within the zone of influence of construction projects and natural and man-made impacts, to ensure the safe operation of these buildings and structures; - monitoring of the technical condition of buildings and structures that are in a partially operable or emergency state in order to assess their current technical condition and take measures to eliminate the emergency state; - monitoring the technical condition of unique, including high-altitude and long-span, buildings and structures to monitor the state of supporting structures and prevent disasters associated with their collapse. The requirements of this standard do not apply to other types of inspection and monitoring of technical condition, pursuing goals other than those stated above, to transport, hydraulic engineering and amelioration facilities, main pipelines, underground structures and facilities where mining and underground operations are conducted also for work related to forensic building expertise

Настоящий стандарт предназначен для применения в строительстве при проведении обследований и мониторинга технического состояния зданий и сооружений, при разработке заданий на проектирование, обследование и мониторинг зданий и сооружений, а также при разработке проектной документации. Роль стандарта в совокупности мероприятий по обеспечению безопасной эксплуатации зданий и сооружений определена в приложении А. Настоящий стандарт распространяется на проведение работ по: - комплексному обследованию технического состояния зданий и сооружений для проектирования их реконструкции или капитального ремонта; - обследованию технического состояния зданий и сооружений для оценки возможности их дальнейшей безаварийной эксплуатации или необходимости их восстановления и усиления конструкций; - общему мониторингу технического состояния зданий и сооружений для выявления объектов, конструкции которых изменили свое напряженно-деформированное состояние и требуют обследования технического состояния; - мониторингу технического состояния зданий и сооружений, попадающих в зону влияния строек и природно-техногенных воздействий, для обеспечения безопасной эксплуатации этих зданий и сооружений; - мониторингу технического состояния зданий и сооружений, находящихся в ограниченно работоспособном или аварийном состоянии, для оценки их текущего технического состояния и проведения мероприятий по устранению аварийного состояния; - мониторингу технического состояния уникальных, в том числе высотных и большепролетных, зданий и сооружений для контроля состояния несущих конструкций и предотвращения катастроф, связанных с их обрушением. Требования настоящего стандарта не распространяются на другие виды обследования и мониторинга технического состояния, преследующие цели, отличные от изложенных выше, на транспортные, гидротехнические и мелиоративные сооружения, магистральные трубопроводы, подземные сооружения и объекты, на которых ведутся горные работы и работы в подземных условиях, а также на работы, связанные с судебно-строительной экспертизой
